Pakistan finished its legal ratification of the Mecca Joint Defence Agreement on Friday, joining Saudi Arabia in completing the process. Turkey has not yet finished its domestic approvals, so the tri-nation pact is not fully active. The three signatories signed the document in Mecca on August 7.

Sajjad Haider Khan, a spokesperson for the Pakistani Foreign Office, confirmed that Islamabad and Riyadh have both completed their respective procedures. He stated that discussions regarding the agreement's operationalization continue among the three parties. The pact mandates collective defense if any signatory faces an external armed attack. The specific nature of assistance will depend on the circumstances of the conflict.

The agreement moved toward implementation following a Strategic Political and Defence Committee meeting on October 5. Participants called for rapid deployment of military forces and capabilities to Saudi Arabia. This deployment is subject to the domestic laws of each participating nation. Islamabad has characterized the treaty as defensive and consistent with the United Nations Charter.

The ratification coincides with heightened security concerns for the Kingdom of Saudi Arabia. The Saudi Civil Defence issued warnings this week regarding potential threats in the southwestern regions of Abha and Khamis Mushait. Authorities later indicated the danger had passed but did not specify the threat's origin. Residents in those areas were advised to follow safety instructions and avoid filming or gathering in public spaces.

These alerts occurred alongside Houthi missile and drone strikes on Saudi territory. Reporting from Reuters on October 21 indicated that Riyadh's allies are primarily providing defensive support. The kingdom is working to protect its infrastructure from further attacks. The financial and operational costs of maintaining these defensive postures remain a focus for the region's key players.

Regional tensions are further elevated by Israeli military preparations. The Israeli military announced large-scale exercises in the north and center of the country for Sunday and Monday. These drills involve the air force and units from the Northern and Central Commands. The scenarios include surprise air and land attacks and infiltrations to test readiness for multi-front defense.

Washington and Tel Aviv are reportedly assessing renewed military action against Iran. President Trump stated on Friday that the United States might conduct another operation as the conflict approaches its eighth month. A report from The Business Times, citing US officials, said American and Israeli forces have drafted plans for new strikes after the US midterm elections on November 3. Potential targets include Iranian energy infrastructure, nuclear facilities, and missile and drone capabilities.
