Ukrainian President Volodymyr Zelenskyy announced on October 24 that the Starshield satellite communications system has returned to full operational speed. This development ends a nearly two week period of restrictions that significantly impeded Ukrainian military operations. Zelenskyy described the restoration as vital for frontline logistics and for defending against jet powered Shahed drones. He stated on his Telegram channel that the speed is now exactly where it needs to be.

Starshield, developed by SpaceX, is a military focused service that complements the company’s commercial Starlink network. Ukraine relies heavily on both systems. Defense Minister Yevheniy Khmara confirmed that connectivity was restored on equipment moving faster than 400 kilometers per hour. This contrasts with conditions reported just before the fix, when satellite links dropped at speeds of about 161 kilometers per hour. Those lower speeds had sharply limited Ukraine’s ability to defend against incoming threats.

The cause of the initial limits remains officially unclear. Serhiy Beskrestnov, a defense technology adviser to Zelenskyy, suggested a connection to recent tensions between Kyiv and Washington, although no direct link has been established. The Trump administration denies that the US government requested the changes. Elon Musk has stated that the government controls Starshield, with decisions made by the military and ultimately by President Donald Trump. The Wall Street Journal reported that Trump called Musk to urge the lifting of restrictions, after which communications improved. Trump told reporters that if there is a problem, he will get it straightened out.

Lawmakers from both Democratic and Republican parties have demanded clarity on who authorized the changes. They are seeking guarantees of reliable access for Ukraine. These reports emerged as Ukraine monitored other US moves that allies believe favor Russian President Vladimir Putin. In the past two weeks, Trump announced a deal encouraging Russian diesel exports and waived upcoming sanctions. He also urged Kyiv to stop striking Russian oil refineries, citing high diesel prices. Zelenskyy initially considered a pause but declared Kyiv was done with unilateral stops after Putin ordered continued strikes.

Fighting continued through the night. Ukrainian air defense forces reported shooting down 100 of 130 Russian launched drones. Attacks on 15 locations resulted in at least two deaths. Ukraine’s General Staff said its forces targeted two industrial facilities and a military airport in Russia. One facility in Oryol manufactures components for cruise and ballistic missiles. The other in Togliatti produces rubber products used in solid rocket fuel.

In a separate incident, most of Russia occupied Crimea lost electricity in the early hours. Major cities including Simferopol, Sevastopol, Yalta, Kerch, and Feodosia were affected. NetBlocks recorded an almost complete loss of connectivity. Russian appointed authorities said mobile service reached only 40 percent of the area. Public electric transport in Sevastopol was suspended, and water arrived with low pressure. Sergei Aksyonov, the head of the occupation administration, blamed a drone attack on main power lines outside Crimea.

Ukraine has not yet commented on the power outage, and the cause has not been independently confirmed. Monitoring channels reported a fire at the Taman electrical substation in Russia’s Krasnodar region, which supplies Crimea via the Kerch Strait. As a fifth wartime winter approaches, peace talks remain stalled, and the Kremlin has offered no new concessions.
