The White House announced on Friday that Russia and Ukraine have agreed to a local ceasefire in Oleshky, a city in southern Ukraine under Russian occupation since February 2022. Under the new arrangement, all military operations in the city will cease on October 27 to facilitate the delivery of aid and the evacuation of civilians.

An estimated 2,000 people remain in Oleshky, where residents report severe shortages of food, water, and electricity. Some inhabitants are reportedly surviving on weeds, boiled grass, and small rations. Ukrainian officials have spent weeks attempting to arrange a civilian exit, using drones to airdrop emergency supplies into the town.

First Lady Melania Trump brokered the truce through a representative who worked directly with Russian and Ukrainian leaders to set the terms. Trump stated that residents wishing to evacuate would receive coordinated support and transportation to their preferred destination, noting that some would likely travel to Russia while others would go to Ukraine.

Dmytro Lubinets, Ukraine's ombudsman, said on Friday that the humanitarian mission would include demining roads into the town, delivering food, and evacuating civilians. Lubinets told Reuters that officials aim to deliver a sufficient quantity of aid to meet the needs of everyone who requires it, adding that the effort should extend beyond a one-off event and beyond Oleshky alone.

The agreement follows a long history of failed attempts to arrange a humanitarian pause. Ukrainian officials previously claimed that Russia rejected earlier calls for a ceasefire. Pope Leo XIV, the United Nations, EU officials, and the Council of Europe had all urged for a stop to the fighting. Lubinets noted on October 18 that he believed an agreement was near, though he did not mention the first lady's role at that time.

The truce announcement comes amid rising tensions between Kyiv and Washington. Ukrainian forces report widespread disruption to the Starlink satellite network, with speeds capped at about 100 mph on Friday. Serhii Beskrestnov, a military expert advising President Volodymyr Zelenskyy, said no lifting of restrictions had been observed. This cap prevents high-speed drones from maintaining connection, hampering offensive operations and interception efforts.

Russia launched another overnight barrage on Ukraine on Friday, even as Kremlin spokesperson Dmitry Peskov said trilateral talks are expected to resume in Abu Dhabi in November. Russian Deputy Prime Minister Alexander Novak stated that three tankers were heading to the United States and that Russian companies could supply 500,000 metric tonnes of diesel in October.
